There is a big issue in the recent firmware/driver update pushed to the surface book 2. The usb mouse became not really usable. There is a frequent lag/freeze happened to the mouse. Such issue was not there before the firmware update.
The mouse I tried including Logitech G703, G402, microsoft wireless mouse, etc.
Many people have discussed this now but not solution is provided and the problem cannot be solved now:

A further test can now confirm that the issue is either in the UEFI version 389.2268.769.0 or the system aggregator version 728.128.137.0.
After updated these two modules to those versions, the issue start to appear. This has been confirmed on more than one surface book 2 devices.
The previous version of the UEFI starting from 388 and aggregator version 728.77.137.0 do not have such issue. I can see at the moment, the 389 version of UEFI is not pushed anymore and the firmware/driver pack downloaded from Microsoft has the 388 version now.
But for those surface book 2 which has already got the 389 version pushed cannot revert back to the 388 version. Please fix this asap.

I'm surprised they're not solving this problem until now. It's been more than 7 months.
Also quite surprised that Microsoft actually launched such unfinished laptop
and sells it for 2500 USD to me. (Jesus Christ that can buy me a MacBook Pro bro)
As a MSI, Asus and Acer laptop Owner previously, I think MS laptop clearly has less quality than those Asian made laptop, and of course way more less than Apple laptops.
You MS are doing mistakes you know that?

Thank you sir! I have done all the other fixes (first noticing that as long as I kept mouse polling below 500 it was fine), then with a few of the update fixes, it was fine at 500, but still would occasionally freeze at "Best Performance". Doing the fix in the Reddit post finally solved my problem.
As the post mentioned, it seems Microsoft added a little too much overclocking to the processor. As with all processors, some can overclock more than others depending on luck of the draw. The person at work that has the identical Surface Book 2 as me has never had this issue even though he has updated his with all the latest updates, while mine was fine until the update that introduced the issue.

i have yet to see for myself or hear of a case where MS took feedback from feedback hub, realized there is a problem, investigated, and fixed it. i have submitted several critical issues. heck, i had a non-functioning power button for eight months and still having wifi issues. why waste time submitting if they dont do anything with the reports?
