I did every possible fix i could find online. Nothing worked.. I finally had it replaced because it was under warranty.

Hi,
After the recent update on my Surface pro 7 Windows Hello Face not working and its saying "Couldn't turn on the camera, please sign in with your pin"

The new one does the save thing. This is a Microsoft problem.

2020-07-09T20:42:15+00:00 Access settings on your device, then click on "system". Then click "get help" on right side of screen. Automated assistant will pop up. Enter "Windows Hello Camera" in search box. It should provide an option for "Windows Hello Camera issue". Select this option and it should reset your camera returning it to normal. Good luck!

2020-06-12T12:04:29+00:00 Reinstalled device drivers for Surface Pro 7, then reset windows hello camera in settings which resolved issue. Everything is working fine again. Issue started when I installed Windows Insider Preview version of Win 10.
Can you share HOW you did this. I thought I reinstalled the device drivers - so maybe my failure is in Microsoft Hello?
