I have a Surface Laptop 3 and im using the Microsoft ARC Mouse and Microsoft Designer Keyboard
The Bluetooth connection to both these devices drops out intermittenly for around 10 seconds
When it reconnects the Bluetooth icon appears in the icon tray
This happens a few times an hour and is very frustrating.
I have tried reinstalling all the bluetooth drivers which has not helped.
I have also tried this solution offered to another user whoch hasnt helped either.
While the mouse and keyboard is connected/paired, open Device Manager
Expand Human Interface Devices
Double-click on Bluetooth Low Energy GATT compliant HID device, select Power Management tab above. Uncheck the box for "Allow the computer to turn off this device to save power" then click OK. If you have multiple Bluetooth Low Energy GATT driver, please do this on all of them.
Restart Surface

Had the same issue on Surface Laptop 3 15". Mouse and headphone would disconnect every five minutes or so. Also the power options in Device Manager where missing so the above options where not working for me.
Went in Setup -> Devices -> Bluetooth Devices and removed all the devices that where linked through Bluetooth. Then reconnected everything again. ~~Have been working without issues for two hours now. Hope this helps anyone else.~~Too soon, still dropping intermittently.

I've had the exact same problem since purchasing my Surface Laptop 3 15".
After I used the Power Management workaround to keep working on this Bluetooth compromised, $3500 - I decided to raise this same issue with Microsoft Commercial support.
I won't relive the experience with you, but suffice to say - the next time I replace my team's laptops, it won't be with the MS Surface Laptop.
In the end, they simply quoted my own fix back to me, and suggested I restore my laptop again.
Being a glutton for punishment, I also bought a set of surface ear pods. These are excellent when paired with my iPhone, but both the microphone sound quality and range is unacceptable when connected to the laptop.
Compromised system and no word from Microsoft.
I am having a comparable problem on the Microsoft Surface Pro 7 with an aftermarket bluetooth mouse. The mouse itself becomes intermittent/slow then randomly drops. Under the notifications tab on the right you can watch the bluetooth component flicker repeatedly. In order to get it to work again I have to turn off then turn on bluetooth. Annoying is an understatement. Microsoft really seems to have dropped the ball on User Acceptance testing before rolling out their products in the last year...
I have also been having this issue with a Surface Laptop 3. It effects my speakers and MS keyboard. I've been having the issue for quite a while, but only recently been trying to resolve. Ironically it's taken twice as long to write this because it has literally happen while i was typing! It's an expensive laptop - i'm a bit disappointed seeing how many and how long people have been having issues. Please can you try and resolve this Microsoft?

I bought it three weeks ago and tried everything I could.
Change power settings, reinstall drivers, delete and reset adapters, edit the registry, reinstall Windows(3 times), replace devices, and more.
The conclusion I found, this is a matter of the device itself. (This is not a problem caused by an update crash or other reason)
Yesterday, I proceeded with 'Restore via USB', and in the first boot.
all updates were blocked through airplane mode.
I just connected a Bluetooth mouse (MS product) and checked it.
conclusion is 'same'.
Bluetooth setting page is continuously reset, and the function repeats On / off by itself.
pairing is canceled every 10 seconds, so it is never considered to work.
Is this the 'Gacha' priced at $ 3,000? Or is all laptop3 defective?
If my Surface Laptop 3 was a $ 1000 machine, I guess I had already broken it in half and dumped it in the trash.
feel so annoying....
that I can't sleep for weeks or even work because of a software conflict or my mistake.
