Sorry for the delayed response. Regulatory requirements vary from country to country and the Surface team strives to honor the legal requirements of all the countries we do business in. The Surface devices sold in your country have been designed to comply with the regulations of your particular country and/or region. This may prohibit the use of particular WiFi channels when traveling to countries or regions with differing regulatory requirements.
Hi all I had the same problem and changed the value of the channel from 12 to 6 in the wireless setting in my router and it worked fine

WiFi is configured differently on a country by country basis based on regulations and cannot be changed.

I'm having the same issue with a US Surface RT. I'm in South Africa.
My WiFi at home only seems to work correctly on Channel 13, I'm in quite a big building with at least 20 networks visible and many running on 11.
Anyway I tried the method above, worked incredibly well on a brand new Surface RT. My WiFi speed was at around 240mbps.
I updated firmware etc. from Windows Update and it killed reg workaround.
Now when searching for the key, I no longer have the EnableDot11d setting.
Any help would be appreciated!
