The volume roller on the side of the Surface Pro no longer turn the volume up or down....it somehow activated narrator when I was trying to get them to respond.
I have tried everything short of resetting the device. They just won't work.
At the same time the type cover would no longer respond either. I've looked through the forums....updated everything...still no luck. I did get an update failed when updating Microsoft - Surface Type Cover .
Also the touchscreen has seemed to become less responsive....clicking is much harder. What has happened to my Surface Pro? This all happened around the same time.

I was having a problem very similar to this. When I would use the volume up or down keys it would open Narrator or take a screen shot but I was able to use either the type keyboard or onscreen keyboard with no problems. I had tried what everyone had posted above but nothing was working for me. I finally just pressed the Windows button just below the screen and TA DA! My problem was solved. Somehow that was stuck and causing the issues with the volume keys on the side.

Now it works like before. it was obviously stuck thinking the Windows button was held down.
Just happened to me, and I double tapped the windows button until it took me out to the start screen. Viola! Volume keys are back.
I had this problem too. What I do to stop the problem is I press the Windows home button on my keyboard. When I do this, the problem is fixed and I an go on without any more problems.
I have the same issue today, detach the keyboard and double-tap the onscreen Windows key does not work, however this idea inspire me to remember the screen orientation bug also fixed by detach the keyboard, so I change the orientation of my Surface Pro 2 from landscape to portrait and try to tap the onscreen Windows key, wow, the Volume key back !
So who facing the same problem but not fixed, before re-install the system you may first try any combination of the above solutions, such as detach the keyboard, tap twice Windows key, change orientation, etc... don't give up.
I tried those steps, unfortunately no change. I talked to a Microsoft Rep. and they were unable to figure out what was wrong aswell so they're replacing the unit for me. Thank you for the help though, I appreciate it.
It is set to open if the Windows button and the volume up button are pressed. Try turning that option off in PC Settings->General to see if this behavior stops.
Those symptoms just show that the computer thinks the windows key is being pressed. That is why it is doing screenshots (dims the screen), launches narrator, locks the session, etc.
Open the on screen keyboard and change it to the full keyboard. If not available, you need to enable it on the computer settings first. You'll see the windows key with a white background as it is stuck on ON position. Tap it to disable keypress.
This is theoretical but should work. issues with the stuck windows key are common and seem related to a bug when removing the keyboard cover.
I had the same exact problem and tried everything else to fix it. What a pain and waste of time. Thanks so much for posting this answer. It worked for me.
The function is the integral part of Microsoft Surface pro and in spite of it I am so surprised that no one from Microsoft has bothered to provide the solution.
Let me explain the function and you will know what the solution is.
If you press the Windows touch button on the bottom centre of your tablet and press the volume up button at the same time, this will activate the narrator. If you press that Windows button + Volume Up button again, it will disable the narrator and your volume rocker will revert back to it's desired function of controlling the volume.
Similarly if you press the Windows button + Volume Down button, the tablet will take a screenshot as we do not have the Print screen button either on the soft keyboard not the docking keyboard.
I hope this helps and answers the unanswered questions and takes away the Band-Aid solutions provided in this thread.
