I am using a Surface Pro 4 typepad cover on a Surface Pro 3. Ever since the Windows 10 anniversary update, the fingerprint reader does not work when I turn on the Surface, unless I detach and reattach the typepad cover. The keyboard and mouse work fine - the only problem is with the fingerprint reader.
I tried checking drivers, but the Windows says they are up to date.

My fingerprint reader has been working correctly since I disabled sleeping as described above. Looks like this workaround is stable for me. Now all I need is a real fix from MS.
Thanks for this, it works, delete the Biometric device uninstalling all driver, right click on setup information file and install...hey presto.
To roll back the driver - First go to https://www.microsoft.com/en-gb/download/details.aspx?id=38826 to manually download a copy of the Surface Pro 3 drivers. The driver package you want is currently called SurfacePro3_Win10_1700802_0.zip but the important things are that you want the ZIP archive of the Windows 10 drivers.
Inside that ZIP file there is a directory \Drivers\Accessories\SurfaceFingerprintSensor. Extract the contents of this directory somewhere - your desktop will be fine. Then right-click on the .inf file inside that directory & select install. You must use the manual method, as you are installing an earlier version.
I resolved the issue on my SP3 by rolling-back the surface fingerprint sensor to driver version 2.2.10.8 (2/3/2016). On my SP3, the latest driver (version 2.2.11.0) had this issue.
