I have Surface book 13.5, and Surface Dock. USB ports on the dock are not working.
Running Surface Dock updater says I need to power cycle the dock, although I already did it several times.
Event viewer reports error code 12105, with message: "Failed to update USB hub firmware."

I just got a replacement dock and it doesn't appear to work. I went to update the drivers, and when I connect my new dock it's not recognised. I can't get past this screen
I have switched the power cord from the power source for my Surface Pro (which does work) to the dock so it is not the cord or the outlet. Could the power source for my dock be at fault?
Are you in the US? Can you go to a Microsoft Store? If not, do you have a friend or co-worker with a Surface who can test and see if they can connect to your dock and vice versa?
