Surface Pro 7 Front Camera Not Working

I'm not sure when it started, since I hadn't used the front camera on the device at all, but today I noticed in the Device manager that the "Surface Camera Front" has an error:

This device cannot start. (Code 10) STATUS_DEVICE_POWER_FAILURE.

Sure enough, upon opening the camera app, it acts as though I only have the back camera installed.  I am predictably unable to bring up the front camera.

Is there possibly a driver issue, or is this a hardware flaw?

**Edit**: Problem persists through reboots, disable/reenable, troubleshooter, etc.  Notably, I realized the front camera worked for at least the first hour that I had the device, since it shows you the camera feed when setting up Windows Hello.

    Hi I did this and turned on and off my rear and front cameras, my pc restarted and I opened camera. The button to rotate the camera to the front didnt appear and still doesnt appear. Please help. I tried joining several calls and meetings and when i on my camera my face isnt seen. Its blacked out.

    This was the only solution that worked for me, on my Surface Pro 4.

    I updated several drivers with IOBit Driver Booster Pro since it does a better job of updating drivers (not in the case of Intel Control Logic) than Windows does.
    Since I updated a large batch of drivers after a fresh install of Windows 10, using IOBit Driver Booster Pro, and then encountered the issue again after just re-installing Windows, I suspected the program was the issue.

    In reality it was not, it did what it is supposed to do, however, this particular driver just broke the Cameras on the Surface Pro 4.

    I am extremely happy to have found this solution posted by @Jeff_78

    He was the only one that offered a viable solution, well, for me.

    One more question re this response.  I have a surface pro 6 and had the same issue.  from what I can tell I started getting the same error from my tcon device at the same time.  I uninstalled and deleted the 1st intel(R) control logic. My cameras (all 3) now work but the tcon is still failing.  I'm not sure what the tcon device is and it does not seem to be affecting my system.  

    Anyone else experiencing this?

    Hi Troy, thanks a lot! It worked! Afterwards, I had to also change camera privacy settings to activate it again in the system.
