Surface pro 4 - clock speed of CPU keeps the same

After updating to windows 10 (1607), I find that the clock speed of the CPU keeps to be 2.92GHz when plugged, and to be 2.47GHz when using battery. My surface pro 4 has a core i5 CPU. It seems strange because the clock speed of CPU should change with the workload in the Task Manager. Does anyone have the same problem?

2016-08-06T10:55:38+00:00 I think this has something to do with the "Surface Integration" device and the "Surface Integration Service Device." After resuming from hibernation the CPU frequency scaling is broken. Try uninstalling the "Surface Integration" device from device manager. Then let it scan for new hardware and reinstall.
The CPU frequency will start scaling properly again (at least it did for me).
Let the machine hibernate (or do a shutdown /h if you're impatient). Turn it back on and the issue reoccurs.
This time, after uninstalling/reinstalling the "Surface Integration" device, disable the "Surface Integration Service Device."
Hibernate/resume, and the CPU frequency is still scaling properly.
I've tested this 3 times now and it seems to be working.
I have no idea what else I might be breaking by disabling that service device. Hopefully nothing important...
