Surface pro 4 - clock speed of CPU keeps the same

After updating to windows 10 (1607), I find that the clock speed of the CPU keeps to be 2.92GHz when plugged, and to be 2.47GHz when using battery. My surface pro 4 has a core i5 CPU. It seems strange because the clock speed of CPU should change with the workload in the Task Manager. Does anyone have the same problem?

Fixed with today's update. Thanks, MS!

NOTE: I had to reboot twice after updating. So if anyone is not seeing the fix try a restart.

    I must agree, my battery just lasted me 45 minutes and went down 35%. That means I'll get 1 hour and 30 minutes while using 70% of my battery. This is really REALLY bad... While I do love the Surface line, it does leave A LOT to be desired in terms of battery...

    After the firmware update it was fixed for a time but after the recent windows cumulative updates the problem is back again. The cpu speed is stuck at max!

    Should I delete the drivers and have re-install again??

    UPDATE: So I deleted the drivers and restarted the device to have the drivers install again.

    Unfortunately the cpu speed is still stuck at 2.19 Ghz on battery. I am suspecting that this issue has something to do when changing power states...

    rel0aded - Have you changed your power plans at all? From a Reddit post on the update not fixing the CPU:

    "If you messed with your Power Plan before and CPU scaling does not work for you with the update after rebooting twice, try resetting your Power Plan to defaults. Credits: /u/-j-c-m- (Power Options->Change Plan Settings (Balanced)->Change Advanced->Restore plan defaults)"

    Phynal - I have not changed anything after the firmware update which fixed the cpu scaling momentarily.

    That is why I am so puzzled right now why this issue is happening again.

    I tried to reinstall the drivers of the Aug 31 update to re-create again the fix but nothing changed after that.

    This is so ridiculous! Someone from Microsoft please support!

    UPDATE: The cpu scaling drove me nuts so I made the choice to reset my SP4. After the reset the CPU scaling was fine again, then Windows update began downloading the Aug 31 cumulative Win10 update. To my disappointment, the CPU scaling was back again after the update. I was forced to reset the device again two more times to verify if the update had caused the CPU scaling issue to come back and to my surprise, without the update the CPU scaling works fine but with the update it is stuck at max speeds. Everything is with default power plan.
