After updating to windows 10 (1607), I find that the clock speed of the CPU keeps to be 2.92GHz when plugged, and to be 2.47GHz when using battery. My surface pro 4 has a core i5 CPU. It seems strange because the clock speed of CPU should change with the workload in the Task Manager. Does anyone have the same problem?

Update: 23 Aug - Everything I said before is garbage. Hours later it would reduce CPU speed without being on Battery Saver mode. Then I had two updates today: KB3176934 and KB3176936. After that, CPU stuck again at 2.19GHz.
I just followed the instructions of f03nix (3 registry changes, reboot, 3 Processor Power Management changes) and now I've seen the CPU step down to 0.82 GHz. What a pain! I guess I need to keep the instructions for the next Windows update?

My Surface Pro 4 Won't Change CPU Speed on Battery
I reinstalled the OS... worked for a bit, then didn't. For some reason I tried turning on Battery Saver and it stopped showing only 2.19 GHz! And would step down! (And greatly increase my battery life.)
What is sort of a pain, is that if I plug it back in, then unplug, Battery Saver is turned off. So you need to turn it on every time. It doesn't seem to remember.

Ugh. Same here. This explains why I get only a few hours of battery life lately.
Is Microsoft working on this or aware of the issue? Changing obscure registry keys or "resetting" my machine should not be the default course.
You want to keep CSEnabled to 1. This is ConnectedStandby - the feature that enables your WiFi to stay on during sleep state
Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power
Change CsEnabled to 0 (should be previously 1)
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\8baa4a8a-14c6-4451-8e8b-14bdbd197537
Change Attributes to 0 (should be previously 1)
Restart and now you should have advanced power settings visible in Power Options > Change Advanced Power Settings. Under Processor Power Management you should now see Processor performance autonomous mode. This should be originally Enabled so change to Disabled.
I followed the above solution and it worked! However, I noticed a side effect: my SP4 when waking up was loosing for about a minute its WiFi connection (after that it returned ok). I went to the Device Manager and I noticed under the Network adapter that the system had added 8 new WAN Miniports I am sure were not there before. I deleted them - rebooted and re appeared!
Subsequently I went and UN-DID the above solution i.e. returned the registry values to back to their initial setting. Rebooted and WAN miniports gone, waking up from sleep did not loose my wifi connection and most importantly CPU was NOT stuck to 2.47 anymore and working properly!
