Gestures Control - Swipe left and right isn't working on my surface pro 3 after updating to windows 10

at first, it was working fine but all of sudden, it stopped working. 

swipe from left and right does not trigger switching apps and action center nor swiping down to close the apps

    I would like to refer you to This Post.  Do you see this update installed, and does uninstalling it have the same effect?

    Touchpad gestures sounds like something different.  I was interpreting swipe from the right and left as Touch Screen gestures.  In that case it could be a problem with the Touch Screen driver which could be worked around using either the pen or the keyboard, e.g. press Win-Tab for the swipe from the left and Win-a for the swipe from the right.

    I've occasionally had the touchpad gestures stop working, even back on 8.1.  With the Surface on, removing and reattaching the keyboard or doing a restart has resolved the issue.  It's like it sometimes decides that it doesn't have a precision touchpad anymore and just emulates a regular mouse instead.
