How do I write Japanese kanji with the pen for text input? (For example, I wish to write kanji for text input into website Japanese-English dictionaries.)

This Surface Pro 4 was purchased in December 2015 in Japan, setup with USA/English settings, and runs Windows 10 Pro. I have embedded an image showing the language options installed (English, Dvorak, and Japanese).

With the help of someone at Reddit I thought to remove the Japanese language pack and re-add it, and doing so it installed the Japanese Handwriting feature, solving this problem.
