I don't see anything in your post about trying what's been related here in this thread. Specifically...
- I've got the Microsoft HDMI cable and I think it's the correct/best choice because the bevel on the side of the Surface is angled and that's not something other cable manufacturers would likely take into account. I would definitely get the Microsoft one...
- One of my posts (perhaps the 4th or 5th post on this thread) indicated that it didn't work for me out of the box, but then when I went to Sound in Control Panel and chose the HDMI output, I had no problems. I didn't see in your post where you had tried

I am pretty sure from many of the posts here that this problem is not altogether resolved and remains a known issue for Microsoft, but like I said, it didn't work for me at first but then I found the reason and it now works fine.
I would suggest that instead of ranting (which you have every right to in this circumstance), maybe it would be helpful to those following this thread for you to list fairly specifically what you're doing--what you've tried--including any troubleshooting
that you've attempted and perhaps even specific hardware you're working with.
The more specific you are, usually the better others who have had (or haven't had) the problem can likely help you with your needs.
