Kindly try the following steps below.
Run Surface Diagnostic Toolkit and ensure that Windows is up to date.

Reset camera app in Settings.
Click Start -> Settings -> Apps -> Apps & features. Locate the Camera app in the list of apps and select the Advanced options link. Under Camera app click Reset button under reset section to revert the camera app to its default settings.
Uninstall and reinstall driver.
Open Device Manager >> Expand System devices >Right-click on Intel Camera IR and select Uninstall.
Note: If prompted with a checkbox stating, "Delete the driver software for this device", leave it uncheck then hit Uninstall.
After uninstalling, restart your Surface then check if problem persist.
Uninstall NVIDIA graphics driver and restart your Surface.
Open Device Manager > Locate your NVIDIA graphics driver, then right click and select Uninstall device.
Note: If prompted with a checkbox stating, "Delete the driver software for this device", leave it uncheck then hit Uninstall. After uninstalling, restart your Surface then check if problem persist. Let's give it a shot and let's see how it goes.
If the last suggestion to solve the issue was successful, the graphics driver malfunction is probably the cause.
