Hello again. Thanks for your reply, I tried to unlock the device using the method you suggested, but AT&T says the device was not sold or activated by them. SIM card AT&T in the device at all times.

i have the same issue. The recommended process from Microsoft is not working. AT&A's unlock request site is filtering out people like us (who bought a brand new Surface Duo device). We couldn't even get pass the stage to officially lodge an unlock request to AT&T.
We need Microsoft to work with AT&T on this issue of unlocking Surface Duos which were locked to AT&T. It seems like there are many people out there who suffer the same fate. Especially now with Amazon/Woot! clearing their stock of brand new Surface duo (locked to AT&T).
I just don't understand this situation. Amazon/Woot are clearing the Surface duo devices and people are snapping them up. Isn't this a good time for users to product test and feedback to product owner (i.e. Microsoft)? There's going to be good amount of user feedback/insights generated for this mobile device (phone+productivity monster). Does Microsoft want this group of users to only remember/feedback Surface Duo as a secondary device that only excel as an e-book reader or gadget for surfing net at home?
Microsoft should quickly get the surface duos unlocked for these new users, get them to use their Surface Duos as they are on the move. Get the insights and incorporate them for their next iteration of mobile device!!!
