I had an issue this morning where Surface couldn't find any wifi networks (when 5 were in the area) and it was connected the previous night. I solved this issue by searching windows rt for Network. Open Network Connections, find the wifi device and then disable this connection. After a minute - I re-enabled the connection and then it started to work.
Just wanted to share my experience if anyone runs into the same issue. Thanks!

Thank you for your continued interest, feedback and assistance in investigating the Limited WiFi issue on the Surface.
Not all limited connectivity scenarios have solutions that can be controlled by the Wi-Fi drivers of a given device. Limited connectivity scenarios result from a complex interaction of device Wi-Fi drivers, access point firmware, access point configuration, and other environmental factors.
If following the steps in the provided links below fail to resolve your Wi-Fi issue I encourage you to create a new thread.
You will most likely have to do a REFRESH. Most of us has had to do that. For some reason or another the driver gets corrupted. You may also do a trick that most others have done as well as long as you don't have the 8.1 Preview of Windows 8 RT installed.
That trick is to open the Control Panel and go do Device Manager. Look for the Marvel WiFi adapter and "Uninstall" the driver but "DO NOT DELETE IT". When finished, reboot the tablet and it should connect.
Try that trick first and if it doesn't work, then do a REFRESH.

Sorry to hear you are having problems connecting to WiFi.
You should be able to connect to WiFi. Are you getting any errors when trying to connect? Are you able to see the networks and not connect to them?

My surface has been having the same problems that most people are describing. The problem for me isn't finding networks, but more and more frequently my internet connection gets flagged and says it is "Limited".
I keep up on my updates and I know basic troubleshooting techniques. Usually, I only have to disconnect my connection from my surface and then just reconnect. After that, my connection gets restored but only for a short while.
When I first started on the Surface (which was about New Years 2013) I didn't notice any problems. However, the connection disruption started after the first week and now I am resetting the connection every 10 minutes - and that's if I am lucky.
I have experimented with other troubleshooting techniques, including resetting my router and modem, shutting off all other wireless/internet devices, and restarting my Surface, but nothing makes a difference.
None of my other devices have spotty internet connection when connected to the wi-fi. So I feel that my Surface shouldn't be having these problems; indicates to me that it is the Surface's problem, not my internet.
Are there any solutions available yet to fix this? Does Microsoft have the capabilities to fix the problem if I take it in for repair?
I want to keep using my Surface because it is more convenient to carry around and use than my laptop or relying on my smart phone, but this connection issue is becoming too annoying to put up with. I shouldn't have to be resetting my connection every 10 minutes. It just sets me back on the things I need to get done because I am spending too much time catering to the device's inability to hold a reliable connection; a task that I shouldn't have to be maintaining for it.
