2 Finger Drag and Scroll?

I'm assuming that the two finger drag and scroll would allow you to grab a window at the top with two fingers and move it around. Is this correct?  I'm unable to do this and the setting is enabled. If I put two fingers down on a window and try to drag it nothing happens.

    The only way to drag with touch pad is with double tap.

    Make sure you have the Allow double-tap and drag set to ON.

    Now if you double tap on the touchpad and leave the finger on the touchpad you can drag the window or select text

    Yes.

    Two finger drag to scroll is the way to scroll in any scroll region (web pages, long documents etc), similar to using up/down arrow keys or clicking and dragging the scroll bar
