I have a Surface Pro that is a little over 2 years old. About two weeks ago, the battery now reports "Plugged in, not charging" and seems stuck at 60%. I say seemed because if I unplug that AC adapter, it dies instantly. It also will die periodically while on the charger. I have two Microsoft AC adapters and neither of them seem to charge my device.
I've tried all the Microsoft suggestions for this state, but none of them made any difference. Is there a way to diagnose if this is a hardware problem, or is this a new artifact from the latest updates? (My device reports it is up to date.) I never had any battery issues before (lucky, I suppose), and I've treated my surface pretty carefully. I'll be more than disappointed if it's crapped out already.
I'll attach a battery report, but I don't think it tells me anything in particular.

Well done Chris for saying what we've all been thinking. I have regularly defended Microsoft in front of people who insist the company can't get anything right but this Surface and other problems I'm having with Windows 10 and Office has really tested my loyalty lately. Right now I don't think I will ever risk buying a Microsoft product again.
The recent firmware update seems to have caused a lot of problems. As well as the battery degradation problem you are having I see others are getting sudden power losses, BSOD crashing and charging problems. In my case it killed my surface pro 3 dead. All since the firmware update.
Microsoft - you broke our devices. We are worse of then before you meddled with it. If your car manufacturer recalled your car but broke it in the process you would expect them to repair it immediately at no cost. You would not expect them to leave you with an unusable car, deny there is a problem, ignore you and charge you $99 to talk to them.
The thing is that, if this is really a battery issue, I can accept that.
My Pro3 became immobile shortly after the Win10 Anniversary update or the Battery firmware update (I couldn't tell which one because I would be using docking at work). It was fine last week then would instantly turn off the week after, so I doubt it's a battery issue. In Marketing terms this would be labelled as "Planned Obsolescence". If there's enough Pro3 owners that experience this and complain enough, just like the Simplo battery issue, I believe there will be an update that will fix this issue.
The Pro3, like I repeatedly said to whoever asked me about it, is a wonderful product, now I just add "when Microsoft allows you to continue using it as a mobile device".
There's a slim chance I would get another Microsoft device due to this experience, so I'm glad that there's similar copies such as the Asus Transformer 3 or the Lenovo X1 Carbon. I have 3 colleagues that are using Pro3 and Pro4, and unless they are experiencing issues I've told them to turn off auto-update.
I really don't believe this was planned obsolescence, this was a mistake that MS has yet to admit to.
If Microsoft is going to refuse to answer when customers calmly ask questions then it has become time to raise the volume. It's worse than dealing with my children at this point.
This is really a binary choice for them, do they:
“We try to find the balance between why you need something and why you want it, we are always trying to simulate how someone would feel. Why did it make you feel that way? Is it the materials, the proportions, how you carry it around, how you charge it?”
-Ralf Groene - Microsoft
Hey Ralf, we CAN'T charge it! We CAN'T carry it around! I'll let you guess as to how that makes us feel. If I were to type it here it would look like Q-Bert was talking.
