Plugged in, not charging and if I unplug that AC adapter, it turns off

I have a Surface Pro that is a little over 2 years old. About two weeks ago, the battery now reports "Plugged in, not charging" and seems stuck at 60%. I say seemed because if I unplug that AC adapter, it dies instantly. It also will die periodically while on the charger. I have two Microsoft AC adapters and neither of them seem to charge my device.

I've tried all the Microsoft suggestions for this state, but none of them made any difference. Is there a way to diagnose if this is a hardware problem, or is this a new artifact from the latest updates? (My device reports it is up to date.) I never had any battery issues before (lucky, I suppose), and I've treated my surface pretty carefully. I'll be more than disappointed if it's crapped out already.

I'll attach a battery report, but I don't think it tells me anything in particular.

    Its such a shame that microsoft has created such a failure, honestly after trying so hard, i have just given up and my surface is resting somewhere. Its just a useless device and microsoft doesnt do anything about it. They too are just useless AS. Im sorry to say this. 

    They should be incharge of this and atleast out of courtesy do something about it. 

    We really should stand up for this as we havent just paid no thing. Its a pretty expensive device, i could have got a good apple device in that amount. 

    There is a lawsuit being put together by a law firm Migliaccio Class Law in Washington DC, USA. Even if you are elsewhere in the world please contact them with the details of your Surface Pro 3. Tell everyone you can. The forum breaks up the thread on here and the details are constantly lost!

    Sorry to hear about your troubles.  I feel your pain.  I went through the same thing about two years ago.  I have a SP3 with a Simplo battery, too.

    My SP3 works now, and I did not need any hardware changes, although, as MS was figuring it out, they also offered me the $450 (+/-) refurb unit for mine.  I didn't take it.  . . 

    Here is what I learned . . . 

    1)  It was a driver problem, not a battery problem.  In layman's terms, during a routine update, my surface 'forgot' what a full charge was, and would stop charging the battery when it reached a very low percentage.  As I recall, that was less than 10%.

    2)  The power supply that the SP3 comes with is NOT strong enough for the surface, when the surface is running at or near full capacity.  During those times, the surface will draw from the battery to compensate, then recharges the battery once your processor demand drops.

    These two facts conspired to drive me nuts.  I'd get 'battery' problems while I was plugged in. . . .

    Mine got fixed with a software update that 'reminded' my batter how to behave, and I then charged the battery fully so it could 'bridge' over the power deficit from the power pack.

    MS suggested that SP3 owners could get a SP4 power pack, which allegedly has a higher power output to help . . . I did not do this.

    My SP3 is working fine now, but I almost flung the thing more than once.  . . .
