Plugged in, not charging and if I unplug that AC adapter, it turns off

I have a Surface Pro that is a little over 2 years old. About two weeks ago, the battery now reports "Plugged in, not charging" and seems stuck at 60%. I say seemed because if I unplug that AC adapter, it dies instantly. It also will die periodically while on the charger. I have two Microsoft AC adapters and neither of them seem to charge my device.

I've tried all the Microsoft suggestions for this state, but none of them made any difference. Is there a way to diagnose if this is a hardware problem, or is this a new artifact from the latest updates? (My device reports it is up to date.) I never had any battery issues before (lucky, I suppose), and I've treated my surface pretty carefully. I'll be more than disappointed if it's crapped out already.

I'll attach a battery report, but I don't think it tells me anything in particular.

    It is not only happening on the LGC battery, it is also happening on the Simplo battery.

    I have been in this business 36 years, and never seen anything like this.

    Microsoft's response is totally unacceptable.  They care nothing of their clients.

    I also have very unhappy clients and this is costing me my reputation.  There should be a damages suit!

    I actually had a client take his totally useless Surface Pro 3 out into the woods when it turned into a mouse pad, and blew it totally away with a shotgun.

    I am not longer recommending any Microsoft products, including the Surface, Phone, or any other hardware products to my clients.

    I have been screwed for the last time by Microsoft!

    Maybe we could all get together and collectively troll the NFL announcers and channels that broadcast their content, ESPN, ABC, FOX, etc., Howie, Terry, etc., about how they constantly advertise the Microsoft Surface Pro and we all got duped based on their recommendation.

    Something has to break-through the stone wall here.

    Here we are, over 6 months later, and still no word.  I've tried tweeting Microsoft & Surface Support, but neither have replied or paid any attention.  I've tried contacting other tech blogs that have reported on the issue previously, but no one has replied or contacted me further.

    How is it something this big, causing this many problems for this many users isn't a bigger deal?

    I just installed the January 30 firmware update for my SP3 w/ LGC battery that was having the "100% charged/no battery detected" and turning off immediately when unplugged issue.

    The firmware update did not fix the problem.

    I downloaded and installed the firmware update from Windows Update, and hit "restart now" when prompted. My tablet restarted, and installed the update during startup (black screen w/ white progress bar).  There were no indications of error or problems during the update. However, when I got back into Windows, the shutdown menu continued to give me the option to Update and Shutdown/Restart.

    In Device Manager it shows Surface Pro UEFI with the yellow exclamation mark with the explanation:

    "This device cannot work properly until you restart your computer. (Code 14)"

    I have tried restarting, shutting down, deleting the battery driver to reinstall the firmware update, and few of my favorite curse words. When those methods failed, I was able to successfully use the roll back driver function to go back to UEFI 3.11.1050

    The short version: I still have the same battery issues, and the firmware update would install itself every time I started my SP3 (prior to rolling back the driver).
