Plugged in, not charging and if I unplug that AC adapter, it turns off

I have a Surface Pro that is a little over 2 years old. About two weeks ago, the battery now reports "Plugged in, not charging" and seems stuck at 60%. I say seemed because if I unplug that AC adapter, it dies instantly. It also will die periodically while on the charger. I have two Microsoft AC adapters and neither of them seem to charge my device.
I've tried all the Microsoft suggestions for this state, but none of them made any difference. Is there a way to diagnose if this is a hardware problem, or is this a new artifact from the latest updates? (My device reports it is up to date.) I never had any battery issues before (lucky, I suppose), and I've treated my surface pretty carefully. I'll be more than disappointed if it's crapped out already.
I'll attach a battery report, but I don't think it tells me anything in particular.

2016-11-09T05:36:37+00:00 Did not work for me. I cant install it because my battery wont charge/not detected... Depends on what drivers I disable, etc... It just endlessly wants me to reboot.

The update apparently installed successfully for me automatically.
However, it has made ZERO difference. Still shows 50% plugged in not charging.
Microsoft, please spell out very clearly which issues this firmware is supposed to fix (there are several "battery issues" described in this thread and elsewhere), what we should expect to happen and what it means if it does nothing.

Once again, my Surface Pro 3 updated itself and told me it wanted a restart while I was using it on the docking station with the MS Designer Keyboard Set along with an external monitor. Luckily it went fine, and the firmware is installed properly (checked in Device Manager).
But that's where the good news end.
My Surface Pro 3, is still "87% plugged in, not charging", and will shut off abruptly if unplugged from AC or unlatched from the docking station. It will suddenly and randomly turn itself off while I am working as well. I ran a battery report today and it's the same as before.
So this firmware update did nothing for me.
