It was suggested that I open a new thread for this issue that I am having.
Since the Win 10 Anniversary update, I was not able to turn on my Surface Pro 3 i7 512GB with LGC LGC Battery without having it plugged in with the power supply or docking (I own a total of Three Surface Pro 3 Docks at home and 2 offices). It always said "82%, Plugged in, Not Charging", and would always instantly turn off once I pulled off the power supply tab.
I had spoke with a Technical Agent online, had my Pro 3 remote accessed, did all the proposed solutions, and even had a call from Bellevue, WA (I live in Hong Kong) before I found out that it was a software issue as stated by Microsoft.
With Auto Update turned on, I was notified that I should restart my Pro 3 this morning while I was on the docking station. I was happy that this issue was going to be resolved, but now I am disappointed that this firmware update did nothing for my Pro 3.
I'm hoping that someone out there has some suggestions.

Restore isn't the same as a wipe and reinstall from a downloadable recovery image.
Get the Windows 10 image from https://www.microsoft.com/surface/en-us/support/warranty-service-and-recovery/downloadablerecoveryimage
As long as you were previously running Windows 10 and it was activated, you should be fine.
I just had a look at it and it gave me the option of windows 8 or 10
started downloading then stopped
now saying couldnt be downloaded
when i retry it comes up as HTTP 400 error its not you its the link (it appears to be broken)

I was under the impression that restore was a complete wipe to the factory image (win8). My apologies for confusing the situation. I will do the win10 this evening from the link you provided.

I was able to get the battery driver plugged in not charging to glitch today. I have for weeks not been able to use the surface pro 3 with out being plugged in as it would shut off after you unplugged it. I have tried all the updates and the suggested fixes but none have ever worked. After uninstalling the driver for the battery and restarting it it would always stay the same.... 26 percent battery and plugged in not charging. yesterday I did the uninstall driver and clicked the delete the driver box and restarted the surface. well upon boot the battery showed 100 percent charged for about 30 seconds and then reverted back to 25 percent and not charging. I have not been able to reproduce this glitch in a few days.. I am guessing there is an issue with the installer and driver combo and am now back to where I was before. I wish I could just revert the firmware back to previous version but believe this is not able to be done. Go figure just passed the warranty date and it is now just desk art. I hope a cure can be found soon.
Long time Microsoft fan here (owner of countless Windows desktops and laptops, Kin phone, Lumia 928, Xbox, and Surface).
Yesterday, my Surface Pro 3 was working fine (besides the battery degradation). I decided to go ahead and spend a couple hours getting all the latest updates as well as updating to Windows 10 Anniversary Update. Before the updates, my Surface was working perfectly on battery. As it was updating, I plugged in the charger to ensure it didn't die. After getting all the latest updates, I noticed that Windows said my battery was at 65% and "Not charging". I thought that was odd and fiddled with the charging cable (the light was on). When I disconnected the cable, my Surface immediately shut off.
I then spent the next few hours trying to do multiple restarts, uninstall the battery driver, and finally Reset using the latest Windows 10 image I could download for the Surface. Nothing has fixed this problem. I believe one of the firmware updates has essentially killed my tablet. It looks like I'm not alone.
My fiance is sitting on the couch with a smug grin on her face as she uses her Apple iPad. I've defended Microsoft and their products a number of times, but if this issue doesn't get resolved, I'm going to seriously consider switching sides.
