It was suggested that I open a new thread for this issue that I am having.
Since the Win 10 Anniversary update, I was not able to turn on my Surface Pro 3 i7 512GB with LGC LGC Battery without having it plugged in with the power supply or docking (I own a total of Three Surface Pro 3 Docks at home and 2 offices). It always said "82%, Plugged in, Not Charging", and would always instantly turn off once I pulled off the power supply tab.
I had spoke with a Technical Agent online, had my Pro 3 remote accessed, did all the proposed solutions, and even had a call from Bellevue, WA (I live in Hong Kong) before I found out that it was a software issue as stated by Microsoft.
With Auto Update turned on, I was notified that I should restart my Pro 3 this morning while I was on the docking station. I was happy that this issue was going to be resolved, but now I am disappointed that this firmware update did nothing for my Pro 3.
I'm hoping that someone out there has some suggestions.

At this point i am diagnosing the issue personally to confirm if it is indeed the FW as suspected (something the community was expecting MS to do).
My device has been sitting on a shelf for over a year now waiting for this issue to be fixed, and MS has made it quite clear through silence that they simple don't care enough to solve the issue.
I'd rather swap the boards in my 2 devices to find the root cause than to pay ms $600 here in Canada to get a refurb device.
Microsoft does not repair broken screens. They replace with refurbs.

With regarding to your concern, it is not advisable to open and swap motherboards for both Surfaces, as there will be complications for both hardware and software. So I decided to take matters into my own hands and purchased a used SP3 that had a cracked screen, but no other issues.
The one with the cracked screen charges and functions normally aside from the cracked screen. I'm going to attempt opening up my SP3 which has the "plugged in, not charging" issue and swap the motherboards from the cracked screen SP3 into the non-charging SP3 to see if the battery will charge.
Only issue with this is getting screen off without breaking the glass which is almost inevitable.
