Why does the Phone app get a (2) badge when I miss a call?

Every time I miss a call, my Phone app gets a (2) badge.  If I open the Phone app, see who I missed the call from, and then close the app, the badge reduces to (1).  If I do the exact same thing - open the app, look at the call list, and close the app - the badge goes away.  Is it just double-counting missed calls or am I missing something?  In our tests, the caller did not leave a voicemail.

    Hello,

    The 2 may be because the caller left a voicemail or you may have a missed call from some time ago that never got cleared. Could you please let me know what Carrier you are using for your phone service?

    I just noticed that I answered a call and the phone app still got the (2) badge, though in this case opening the app once made the badge go away.  Why am I being notified about calls that I actually answered?  Maybe I don't know what the (2) represents; on Windows Phone it was the number of missed calls...
