Surface Book 2 Screen Flashes Black when inking in UWP Apps

Hey all,

Recently (post 1903 update), my Surface Book 2 screen started flashing black every time I touch my Surface Pen to the screen to ink something. It works just fine if I'm using the Pen as a cursor (IE moving/closing windows, etc all work just fine) and if I'm using the pen to ink in a Win32 app. What I've tested in so far:

  • OneNote UWP -- flashes when inking
  • MS Whiteboard -- flashes when inking
  • MS Sticky Notes -- flashes when inking
  • OneNote 2016 -- works just fine

I've run the Surface Diagnostic Toolkit, re-installed the Intel UHD drivers, installed the latest Surface Firmware, and run Windows Update, all to no avail. I'm running W10 1903 Build 18362.175 on a 13in Surface Book 2 i7-8650U.

Has anyone run into this issue before, or have any thoughts on what I should try next? I haven't tried a different pen since I only have the one, but that was my next thought.

    I fixed this in my environment.  Traced it back to a MSFT security baseline GPO

    Computer | Windows Settings | Security Settings | Local Policies | User Rights Assignment |  Increase Scheduling Properties.  

    Turned out we still had 1803 baselines applied.  Updated them to 1903 and noticed the settings for this was cleared. 

    Eg 1803 had BUILTIN\Administrators set

    1903 policies did not use this setting.

    I am having the same probem for over 2 weeks now. As a med student, I use OneNote for all my studies and now I cant rely on it anymore. such a shame!!

    I've had the same problem on a HP Elite X2.

    I noticed it straight after upgrading to 1903. I rolled back to 1809 and the problem went away.

    I've since been automatically upgraded to 1903 and the problem is back.

    A couple of things I've noticed - when I first logged in after 1903 installed, this problem did not happend.

    When I subsequently restarted my PC and logged in again, this problem came back - There was no update installed during this restart so it seems there was some internal config change between my first login and the restart.

    As a work around, I've noticed that some of the textured pen settings (Galaxy, Rainbow, Ocean, Silver) don't suffer from this problem. For me it only affects solid colour pen / pencil settings.

    Right now, for me, the Ocean pen on a thin stroke setting is an acceptable workaround for regular ink entry. a proper fix would be nice though.

    Thanks for the tips dervturbo. We also had 1809 baseline applied to 1903 and after clearing those settings, the pens seemed to work consistently.

    I would encourage anyone with similar issues to check your GPO as suggested above.
