surface pro 3 cant pair with jbl flip 3 bluetooth speakers

I cannot get my Surface Pro 3 running windows 10 to pair with a new JBL Flip Bluetooth Wireless Speaker. When I go to the Manage Blue Tooth Devices screen with the JBL in pairing mode, Windows never sees it. It does detect other BT devices like my Fitbit or Surface Pen.

I confirmed that my Bluetooth software is up-to-date by clicking on update driver in the Device Manager.

I was able to pair the same speaker easily with an iPad, iPhone, and Mac Book Pro.

I had the same problem trying to pair the speaker with an HP Specter laptop running Windows 10.

This leads me to believe it is a problem with Windows.

Any help would be appreciated.

    I just found out that for making my SP3 discover my JBL Bluetooth speaker, I need to press and HOLD the button on the BT selector. Then things work.

    This was not the case when my Android phone discovered the speaker.
