- Disable USB Selective Suspend:
- Go to
Settings > System > Power & sleep > Additional power settings.- Click
Change plan settingsnext to your selected power plan.- Click
Change advanced power settings.- Expand
USB settingsand thenUSB selective suspend setting.- Set both
On batteryandPlugged intoDisabled.- Click

I have tried all of your suggestions, including the factory reset, and the issue still persists.
