Just bought a Surface laptop. windows and drivers are all updated. when i put it next to my lenovo thinkpad and connect to same wifi, i am getting 1/3 of the speed. I did multiple tests with same results. I searched all over the web to find an answer but nothing came up like mine.

I started having this problem about a few weeks ago. Nothing I do seems to help. Really frustrating. The speed is like 0kbps and then spikes to 10mbps for 1 second, then followed by about 3 seconds of very slow or 0kbps speed again. What the hell is going on?
This is pretty pathetic isn’t it. Tried resetting the Surface Laptop and it goes alright for a little while then gets unreliable again. So I’ve had to resort to using a LAN cable from the Surface Laptop to an old Apple Airport Express setup on my desk which then connects to the Wi-Fi (router is the latest Telstra Gateway Max). The Apple Airport Express works perfectly!
It's really quite frustrating.
To confirm, are you saying that you're having to use a cable and not wi-fi?
I've been looking for more info on this today, and the next thing I'd like to diagnose is signal interference and channels. There's a possibility that changing network channels might help. Fingers crossed. Will be trying later tonight.
Since my last post, I did connect direct from the router to another computer that has both a LAN port and wifi adapter... On that computer (an old Toshiba), wifi was also patchy. So I'm starting to think it's not the Surface. With the LAN cable, great speeds and very stable. Almost sure to be a signal problem or a transmission problem from the router.
If I can access the router settings I'll try changing that first. If that doesn't work, I'm going to buy something called a "bridge router" which will let me plug the existing LAN cable in and reconfigure transmission from there.
Will post any findings here again later.

I was originally using an option on the router called "Band Steering Enabled" which uses the same wifi network name for both 5 & 2.4 bands and directs the device based on what it can handle. So then I split it out to seperate wifi network names. At first it looked like it was a problem with the 2.4 band, so I removed that network and tried the 5. Same issue occurred. When you reboot, the issue is fixed, but then after a while it happens again.
It got to a point where I was having to reboot too frequently, so I took the plunge reset the laptop and reloaded everything. Which is really only Office 365, Teams, Notepad ++, Gimp, Chrome, Visio & Project. Looked like it was solved for a couple of days. Then started happening again.
I just gave up and used an Airport Express I had lying around, which effectively works in Bridge mode. Maybe the Airport Express has a better antenna or something. Some WiFi extenders have a lan port, and you can do the same thing. I just need it to be reliable, and can't afford the problems these days when I'm trying to work from home.
Thing is, that the Surface Laptop WiFi has been flawless for a year, no problems. I first noticed on a wifi network in the office and then the same on the one at home.
I also suspect it's some environmental cause, but my MacBook Pro, NUC, Rapberry Pi, iPad, Galaxy Tab S6 all get used in the same locations on WiFi and they seem fine.
