Not able to pair replacement USB Link with Surface Headphones 2+

I received my Surface USB Link replacement and try to follow the instructions at https://support.microsoft.com/en-us/surface/get-a-replacement-for-microsoft-surface-usb-link-e862e6c6-0945-494f-bb4d-2e731f3b4724. But the Surface app does not show "Surface Headphones" as a listed accessory in the Surface app. I can connect the headphones via Bluetooth, and then they show if the usb link is not plugged in. As soon as I insert the usb link they go away from the Surface app.

The USB link is showing as an audio device, but I have no way to pair it with my head phones. Another issue is that the Surface app crash on most PC's when I launch it, but I have it running on one at least.

Any suggestions/ideas on how to pair the replacement USB link with my headphones?

    This does not help. The replacement Surface USB Link is detected and lists in device manager as an audio device as well as audio possible output in apps.

    But the Surface app does not allow it to pair to the head phones. Which renders the replacement USB Link kind of useless.

    If there is a place to log this as an app bug, let me know.

    Steven - appreciate the instructions, but this is irrelevant to the issue we're facing.

    The replacement USB Link is recognized by our PC (it shows up as an audio device in Device Manager; also, I can change the sound settings to output to the USB Link). The Surface app (downloaded from here) does not recognize the presence of the replacement USB Link, therefore we cannot follow the instructions to connect our Surface Headphones 2+ to the USB Link: https://prod.support.services.microsoft.com/en-us/surface/get-a-replacement-for-microsoft-surface-usb-link-e862e6c6-0945-494f-bb4d-2e731f3b4724 

    Specifically, step "3. In the Surface app, select your Surface Headphones, then select Microsoft Surface USB Link > Pair.". There is no option to select Microsoft Surface USB Link, so we cannot use the replacement USB Link.

    This needs to be fixed ASAP - the main advantage (and premium price increase) of the Surface Headphones 2+ is the usage of the USB Link for native Teams support.

    I just tried following the instructions on both a Windows 10 PC and a Windows 11 PC. Neither recognizes the USB Link. I also tried using the Microsoft Accessory Manager on both Windows 10 and Windows 11 which claims to support the USB Link. No luck.

    I have no idea how to possibly pair my Surface Headphones 2+ with a replacement USB Link. I'll be sending them back if this is not fixed via a software update.

    I'd love to provide you with the additional troubleshooting steps right now to fix the problem. But I am afraid that we may have to wait and raise this internally for us to formulate the feasible resolution. We will be sure to let you know in advance so that you save time.
