Surface Book 3 with LG 34WK95U-W screen - 5120x2160

Hello

Does the USB-C port on a Surface Book 3 (15 inch version) support DisplayPort 1.2 or 1.4?  Can the Surface Book 3 drive the LG 5K2K 34WK95U-W screen?  At what fps will it run?  The max native resolution is 5120x2160.  Is it possible to "scale" the resolution?  Separately, will the screen work if I use a Surface Dock 2?
