Right click and drop down menus disappear too quickly in Excel and Word.

I am seeing a strange issue on a user's Surface Pro 4. When he is in Excel or Word (mainly Excel) any time he clicks a drop down menu (like the filter menu or any ribbon menu drop downs) or right clicks on a cell the menu pops up and disappears quickly before anything can be selected. This issue has persisted through Office 2010, 2013 and now 2016.

2016-10-21T12:05:41+00:00 It was Windows 10. The issues has been resolved though. I did a clean boot and turned on and off apps to see what was causing the issue. The odd thing is that I eventually was back at the point with everything turned on but the issue did not return.
