There is a possibility that it is the power controller itself. You see, when you shut off a laptop or tablet, they are never really "OFF". Desktop PCs work in a similar fashion as well. As for having a consistent drop, that may be the controller giving
a false indicator to the operating system.
After Build 18985 came across, I tested it again and got 0% loss. I am testing it again right now to see if that holds.
This could possibly be a Firmware that Microsoft is working on (built into the latest Insider build) that is being tested and if it works, all those with RTM build 1903 may receive it soon as a Firmware update. My Pro 3 has the RTM build and will be looking
at it as well.
Microsoft will not talk about any issue regarding this. There is no mention of it anywhere and is becoming a HUGE category in the Feedback Hub and not just here on the Surface Forum (and you will find well over 100 posts). Just send feedback via the Hub
even if it is a new post, maybe someday, Microsoft will finally address the issue and get it fixed.
