I have the same problem before with my Book 2. Secure boot was disabled
I tried boot to recovery usb, didn't work.
Tried boot to UEFI bios also didn't work.
Looks like the bios was broken. I had
to replace the laptop entirely.

This morning my surface book downloaded some firmware updates and asked for me to restart my device.

However, after the first restart, I find that the surface book is in a constant restart state. I cannot even force it to shut down or boot the UEFI menu.
This is exactly what it does:
Every 10 seconds or so, it will turn on, show me the "Surface" boot logo, and after 1 second immediately turns off. It does not even reach any Windows boot up sequence.

Update: Seems the common factor between everyone who is having the issue is that the secure boot is disabled (I.e. there is a 'red strip' shown with an unlock icon being shown).
Update 2: I have been told my Microsoft that they believe the fault has nothing to do with them. The high number of people who are in this thread with the exact same issue clearly shows that the fault is NOT ours. We are now looking to take legal action as this forced firmware update caused damage to our devices, for which we require compensation from Microsoft (a fix or a replacement free of charge).

Oh wow - so it's not just the surface book 1 that is being affected by this problem?
Did Microsoft replace your laptop? Was it under waranty?
Yes, Microsoft replaced my laptop. It was under warranty. I just got it brand new a few days ago
Is there no tech support on forums? Isn't it standard to have the support in forums, direct messages and calls? This is absurd, their update broke my surface and have to pay $1000 NZD to replace it. They should say those surface devices have a lifespan of 3 to 5 years on their specifications. Should have gone with dell or apple.
Yes I completely agree, and I'm quite disappointed with Microsoft for this.

I don't think it's correct that their update broke our devices and then they ask us to pay for them to be repaired. If I broke my own device (and it was out of warranty), then that would be a different story. But this is an official Microsoft firmware update that crashed the device...
