Hi Jen,
Was your Uefi unlocked? Ie Red Stripe with 'unlocked' Padlock when you startup?
Seems to SB 1's with unlocked Uefi boot.
That seems to be the trend here.

Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
This morning my surface book downloaded some firmware updates and asked for me to restart my device.
(Here's the details on the update: https://support.microsoft.com/en-gb/help/4023488/surface-surface-book-update-history )
However, after the first restart, I find that the surface book is in a constant restart state. I cannot even force it to shut down or boot the UEFI menu.
This is exactly what it does:
Every 10 seconds or so, it will turn on, show me the "Surface" boot logo, and after 1 second immediately turns off. It does not even reach any Windows boot up sequence.
I found the following topic which advised doing a few steps but nothing works:
Could I please get some advice on what to do or how to fix this?
Thank you
Update: Seems the common factor between everyone who is having the issue is that the secure boot is disabled (I.e. there is a 'red strip' shown with an unlock icon being shown).
Update 2: I have been told my Microsoft that they believe the fault has nothing to do with them. The high number of people who are in this thread with the exact same issue clearly shows that the fault is NOT ours. We are now looking to take legal action as this forced firmware update caused damage to our devices, for which we require compensation from Microsoft (a fix or a replacement free of charge).
For taking legal action and making complaints follow this link:https://www.microsoft.com/en-gb/legal/arbitration/EU-ODR.aspx

Hey guys,
I just found out my SB stuck at starting screen. The circle never finishs loading and it automatically restarts.
I had windows update last week and it started acting like this since then.
I have SB 1 (I think? Purchase in 2016...or 2017) i5 8GB.
I also tried all steps on support page, non has helped.
I really liked my SB :(
Jen
Thanks.. Keep following..
Just a quick update - support has told me that the technical team is still looking into this issue. I'll let you know if I hear more.
Hi Ajgu,
You're not alone! A few of us here are having the same problem.
Most have been offered some money for replacements (not enough - this is the same amount if you would get when you trade in your surface for a new one). It is unacceptable!
The person I'm in contact with seems to be more helpful though - they have passed this onto the technical team and I waiting for their reply.
Please click on the "I have the same question" and subscribe to this topic - the more of us there are, the more likely Microsoft are actually going to do something about this.
Also - what specs is you surface book? As Mark already pointed out, this may be affecting certain builds.
