Thank you for your assistance, I tried all of the steps and the resetting of the TCP/IP stack and the following steps has seemed to resolve the problem. I am getting similar speeds to my other devices if not better.

Hi,
I have been having this problem for about the last month or so where my Surface book has abysmal internet speeds while it is fine on other devices such as my mobile phone. I run a speed test on the surface book and am struggling to get download speeds above 0.17 mbps download while my phone is the opposite getting 17.9 mbps downloads. I did the test of the phone shortly after the book.
For context the Surface Book as an i5-6300U CPU, 8gb Ram while the phone is a samsung galaxsy s9
no other apps are running in the background that would take up speed.

If the issue returns after resetting the TCP/IP stack, uninstall and reinstall the network driver.
Uninstall. 4. Restart your device and let Windows reinstall the driver.
Installing the latest Surface and Windows updates may also help resolve the issue. On how to install the latest updates, click here.
If still the issue persists, reset your device. Refer to this article on how you can reset your Surface device.
