Surface Dial will not Pair

I just received a surface dial.  I am attempting to pair with a non-surface computer (I know that I will not get full functionality, but my understanding is its should work to some extent on windows 10).

Dial mostly shows as a pair-able device (often have to reset the batteries after a failure).  However, when I attempt to pair one of two things happens.  

  1. The pairing does not even start and I get then message: "That didn't work, try again and make sure your input device is still discoverable."  I get this message 2/3 of the time.  Or, I get...
  2. The pairing process starts, the progress bar progresses, and then completes with "Driver Error". 

In both cases, there are no other messages and no errors in the event log.

Any help appreciated.


Minor update - Was able to connect to a surface 2, but unfortunately it is running W10 1511 (work machine, can't change), so the dial does not work.  The machine I am trying to connect to is on 1607, but will not connect.

    does the computer support Bluetooth 4.0LE ??

    did you check Windows Update to verify you had all available updates installed? do you have any third party mouse software installed for a bluetooth mouse?

    what brand/model computer?
