Personal Area Network and Mobile Hotspot

I need use my Surface Go to establish a mobile hotspot in order to allow connection to a NodeRed based device. In turn, the Surface Go connects via a Bluetooth Personal Area Network to an iPhone 11. The Surface easily establishes the Bluetooth connection, however, the iPhone only randomly appears in the list of available networks, so the mobile hotspot on the Surface Go cannot start. The iphone has occasionally appeared in the list and when that has happened I am able to start the mobile hotspot and everything works perfectly, but I cannot make it happen predictably. Can anyone help make this consistent?

    To clarify, Bluetooth tethering works perfectly. I see that I have internet connectivity and my browser works with no other network connected. However, the bluetooth personal area network simply doesn't appear in the list of available networks list. Therefore, I am not able to start the mobile hotspot.
