Surface Book w/ new Dock. Dock fails after a time and requires reboot of Surface Book.

I've got a new Dock connected to a Surface Book.  The dock has several USB devices connected, a LAN Ethernet cable, and a DP monitor.  The dock works fine for a time after boot; however, connectivity to the dock begins to bounce.  The USB devices and monitor disconnect/reconnect rapidly.  Removing and reapplying power to the dock has no positive effect.  Disconnecting/reconnecting the connector from the surface also has no positive effect.  The only solution is to reboot the Surface Book.  After a reboot the dock functions as expected for a time, and then the process starts all over.

All of the Windows updates have been applied.

Any feedback would be greatly appreciated.

    I have also started having the "bouncing" USB connections issue in the last few days. It starts some time after a fresh boot, not sure if it is triggered by disconnecting the dock without turning the Surface off. When it starts, my devices become unresponsive for about 5 seconds every 30 seconds and the only fix seems to be to restart the Surface while connected to the dock.

    These are the connected devices:

    3DConnexion CAD mouse (corded) USB 2.0

    Logitech K800 keyboard (wireless dongle) USB 2.0

    Dell P2415Q monitor (MiniDisplayport)

    It would be great to know if this was a hardware issue. Thanks.

    I am having these problems as well.

    Logitech K740 USB keyboard

    ActiveClient USB CAC card reader

    Dell Ultra HD 4K Monitor P2415Q - Monitor will not be recognized by the SB/dock unless I power the monitor off and on after docking the SB

    So, nothing's different, but it's happening more often than ever this morning. No amount of rebooting / shutting down / unplugging / re-plugging power / dock, or sequencing before or after boot will get it to stay working. I'm at a loss.

    Just have the same 2 devices (Logitech wireless dongle and Acer touchscreen monitor). But the USB bouncing won't stop (and it starts within 1 minute of powering on or plugging in).

    Seeing as Microsoft is so bafflingly terrible at proper hardware power management, I'm now wondering if the power management in the Dock was just not done properly, and it's running low on amperage required to keep the thing functioning, causing it to internally reboot.

    I fixed the issue by returning the Surface Book and getting a Dell XPS 15. Other than acknowledging there are issues with the SB, Microsoft has done with the dock issue. They have issued at least 3 firmware update for their mobile phone dock which has been out for less time than the SB dock.
