Surface Book w/ new Dock. Dock fails after a time and requires reboot of Surface Book.

I've got a new Dock connected to a Surface Book.  The dock has several USB devices connected, a LAN Ethernet cable, and a DP monitor.  The dock works fine for a time after boot; however, connectivity to the dock begins to bounce.  The USB devices and monitor disconnect/reconnect rapidly.  Removing and reapplying power to the dock has no positive effect.  Disconnecting/reconnecting the connector from the surface also has no positive effect.  The only solution is to reboot the Surface Book.  After a reboot the dock functions as expected for a time, and then the process starts all over.

All of the Windows updates have been applied.

Any feedback would be greatly appreciated.

    So, nothing's different, but it's happening more often than ever this morning. No amount of rebooting / shutting down / unplugging / re-plugging power / dock, or sequencing before or after boot will get it to stay working. I'm at a loss.

    Just have the same 2 devices (Logitech wireless dongle and Acer touchscreen monitor). But the USB bouncing won't stop (and it starts within 1 minute of powering on or plugging in).

    Seeing as Microsoft is so bafflingly terrible at proper hardware power management, I'm now wondering if the power management in the Dock was just not done properly, and it's running low on amperage required to keep the thing functioning, causing it to internally reboot.

    I fixed the issue by returning the Surface Book and getting a Dell XPS 15. Other than acknowledging there are issues with the SB, Microsoft has done with the dock issue. They have issued at least 3 firmware update for their mobile phone dock which has been out for less time than the SB dock.

    Thank you for sharing your feedback and questions with the community.  I'm hoping you can help me gather more information relating to Windows detecting/not detecting ("bouncing") USB devices plugged into the Surface Dock.

    I am looking for details on the types of USB devices connected to the Surface Dock.  If known, please include the USB standard (2.0/3.0) for the connected USB devices.

    Pictured below:

    • Logitech Performance MX mouse unified wireless dongle (USB 2.0)
    • Acer T232HL 1080p Touchscreen Monitor (USB 3.0)
      • This monitor is also connected to the dock using a passive miniDisplayPort to single-link DVI. It has a 3 port USB3.0 hub built in, but I don't use it (as you can see in the picture)... I only have to plug its USB cable in so I can use the built-in touchscreen.
    • As for non-USB... I also have a Dell P2715Q (DP4k60) 4k monitor plugged into the other mini display port, and I use the dock's gigabit Ethernet and headphone jack... both of which also bounce.

    I'm certain there is no problem with any of these devices as I used both of them (and the 4k Dell monitor too) with my Surface Pro 3 and Surface Pro 3 Dock without any issues throughout the pre-launch Windows 10 preview, prior to "upgrading" to this expensive (512GB/i7/16GB/dGPU) frustration inducing Surface Book. I only wish I hadn't sold them.

    If you want to try to avoid the problem, I've found that shutting down completely, then plugging in the dock, then booting up will usually (though not always) lead to the Dock's USB functioning for a few hours (or until the Surface Book sleeps, or the dock gets disconnected, or the display gets detached from the base). Usually, not always.

    If you're looking to reproduce the problem, simply plug the dock into the Surface Book while the Surface Book is already on. It'll start bouncing (and eventually fail completely) in no time. Also a sure shot: disconnect the display from the keyboard base. Holy cow does the Surface Book hate that. Not only with USB devices stop working, your keyboard and trackpad will cut in and out too. And the device will forget it's plugged into power at all and won't take a charge.

    And this isn't some fluke... I've swapped out (individually) both the dock and the surface book twice. I also tested with the display model in the Microsoft Store and it did the same thing. So the failure rate for me is 100%. I've heard some say they don't have problems. I have a hard time believing those people use the dock or ever unplug from power, or ever disconnect the screen.

    Logitech M500 corded mouse, USB 2.0 low speed.

    Logitech K740 keyboard USB 2.0 full speed.

    These were the only two USB devices in use at the time of the bouncing.  I have curretnly worked around the bouncing by disabling the "allow the computer to turn off this device to conserve power" option outlined in my post above, but that is not ideal, obviously.
