How do I sign up for a Microsoft Developer Account if my Phone Number is Already Used

I'm trying to sign up for a Microsoft Developer Account with my work email, but I can't complete registration because my phone is already associated with another developer account (which is associated with my previous work email).
How do I remove my phone number from my previous work account, which I no longer have access to? Also, how do I prevent this from happening in the future as I wouldn't count on staying at the same company for the rest of my career.
