Windows 2025 pay-as-you-go still pending

I'm trying to trial hot patching without messing with my organisation's AD/Entra.

I have a 2025 VM on-premise, & have created a 'test' Azure setup with its own Entra, etc. I've installed Arc on the server & have linked it to Azure - the 2 seem to 'see' each other ok. But the machine (when seen in Azure) has a pay-as-you-go status of 'Activation is in progress and may take up to 10 minutes.' - but it's been a few days now....

I'm guessing that it's due to licencing; the server is using my company's on-prem licence rather than an Azure one. Does that sound right? And is there any way to resolve it?

    Hello,

    I think your organization is using KMS , so your machine have to connect KMS server to activate.

    You can use this command to see your license status : slmgr /dlv

    Check your activate status in pop window , you can share the output or if you are sure it is not activate , you should connect a KMS server to activate your machine.
