Yes I get the exact same problem. Seems to have occured since that last big Windows Update to 10 the one where it sticks those extra icons under your sign in and has "improved security".

When I log in, a window opens on my desktop with "Microsoft family features" in the heading, telling me to ask for permission to use "Windows Shell Experience". My account is the adult account in my family and there should not be any Microsoft family restrictions on my account. Why am I getting this window?

This didn't help me either. I have also been having other issues, possibly hardware as my primary SSD drive wasn't recognized but the Blu-Ray drive was. Plugged it into that slot and it was recognized. That says at least some of the SATA on the MB are having issues. The was recognized when plugged into another machine so I know it's fine. This is likely why these scans didn't work in my case. I also had random restarts until I opened the case and left it open. When I did get windows to load, my start menu was back to default. So something is wrong and not just with my hardware. Hmmm...
