what is windows shell experience and why do i get a window telling me to ask for permission to use it

When I log in, a window opens on my desktop with "Microsoft family features" in the heading, telling me to ask for permission to use "Windows Shell Experience". My account is the adult account in my family and there should not be any Microsoft family restrictions on my account. Why am I getting this window?

    IIII AMMMMM BAACKKKKKK! Hahahahaha 

    New Windows Upgrade came and back to square one! 

    I rechecked the 'Parental Control.' It is still set to 'Automatic.'

    Ok, I tried everything everyone else tried and had the same result... no success.  The window kept popping up on startup regardless of my account time.

    So I decided to go and look at the services, figuring there had to be some service that was required to authenticate the request.  

    So I opened task manager and low and behold there is a service called "WpcMonSvc" and in my case this was stopped.  I then right click this service and choose open services in order to go looking for the boot setting for the service.  I find the entry in this services list as "Parental Controls" and then right click this entry to choose "Properties".  Here you will see the boot setting for the service.  In my case, the boot setting was listed as manual.  I have changed this to automatic and, viola, the notification on boot is gone as I think the service is now running and can check and set the permissions appropriately.

    I hope this helps others, happy at least that my notification no longer shows up though!!

    Hey folks,

    Thanks for helping us find and investigate this issue in more depth.  We have made two changes to improve this:

    (1) In the next release of Windows, version 1809, we have fixed an issue with AppLocker that causes the Windows Shell Experience Host app to appear to be blocked when signing in, in some cases.

    (2) The Ask for permission dialog should now always show you which app is being blocked, instead of saying "Something went wrong".

    If I remember correctly, what I did to fix it was I made my account to local, removed accounts in Microsoft family, reboot and then read accounts and turn you account to a live account again .
