Hi I cannot seem to find the KEY VALUE. I have the same problem after the windows 11 update.
Issues with Remote Desktop on Windows 11 after Update 22H2
All of our Remote Desktop Users using Windows 11 are having problems connecting to Remote Desktop after installing this update. It just hangs at connecting.
We have found that there is a bug in the Remote Desktop client so that it is only trying the UDP connection and not trying TCP connection. We only allow the port 443 connection through on our firewall.
The only workaround we have found is to make the following change on the Windows 11 computer.
Have to set this value to 1 in the registry for Windows 11 client to work outside the network
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\Terminal Services\Client
KEY VALUE - fClientDisableUDP SET TO 1
Otherwise the Remote client just keeps trying to connect via UDP.
This issue did not start until the Windows 11 update was installed over the last couple days.

2022-09-28T17:31:14+00:00 I use rdp to access several different machines both on the same LAN and also a remote LAN via IPSec VPN.
Only one machine is updated to win 11 22H2. That rdp connection, with the win 11 22H2 as host, opens but is frequently freezing and unfreezing. Is this behavior due to same issue? Other machines seem to be working the same as before.

2022-09-28T17:00:30+00:00 Disabling UDP on the gateway doesn't work.
From what I understand, mstsc.exe's normal behavior is to connect via UDP first. If that times out, it will then connect via TCP.
It seems like mstsc.exe Version 22621 is failing to timeout during the UDP connection attempt and then freezes. Once it freezes, you have to use Task Manager to end the process, as clicking the "X" won't close the program.
In other words, the RD Gateway's UDP settings are irrelevant when it comes to this issue.
The only two workarounds to this problem are to use the registry setting to disable UDP (that causes mstsc.exe to skip the whole UDP connection process and go straight to TCP) or copy the mstsc.exe and mstscax.dll files from a computer running Windows 11 21H2 to your updated 22H2 machine, overwriting the existing files (will need to take ownership first).
(use the latter fix if you really need UDP)

2022-09-27T22:20:53+00:00 Hey Jeff thanks for the tip - I got impatient and ended up upgrading to Pro and downloading the Microsoft RD app. which is working for my purposes. I'm sure others who are experiencing the same issue will appreciate your advice to change the registry value.
Thank you
