Never-ending "Loading resources and quota..."

When trying to deploy this model I'm met with the never-ending loading wheel. How to fix?

Keeps happening with me as well. Tried different browsers, azure status seems up. Have been able to deploy previously. Now it just wont let me. Network tab shows tons of "track" requests which seems to be about Microsoft.ApplicationInsights and "batch-api" requests.
