I started a specialty on Microsoft Learn's Microsoft Certifications some time ago but I haven't finished it. Now I'd like to start course from the beginning. Is there a way to reset progress on a specialty/learning paths?

Click on your name in the top right hand corner. Select settings. Select download your data (so you know which courses you have done).
Next delete your profile.
Deleting your information does not impact your Microsoft identity.
You can log in again with your email address and you have a completely empty profile. You can now do any course all over again.
In the download which is a JSON file look for "Progress": and that appears to list the courses you have done.

I have completed a Learning Path "Elevate Educator - Expert (General)", it's showing 100% completed all modules, but its not showing in my Achievements tab. Please suggest to get this in my Achievements.
