I see what you mean, it looks like the zip file links in the individual documents is possibly broken and the one in the "Technical Documents" topic is only the Exchange standards. I will raise this issue with our publishing team and they should be able to fix it.

but don't have access to it
Could you try it with Edge and Chrome, possible do it with InPrivate or Incognito session https://msopenspecs.azureedge.net/files/Exchange_Protocols.zip? I just tried it download the .zip file directly.
